Abstract

Inclusive Postsecondary Education programs for individuals with intellectual and developmental disabilities are growing rapidly, and this is largely due to the legislative changes of the Higher Education Opportunity Act of 2008 (Higher Education Opportunity Act, 2008). This dissertation study will examine the current legislation under the Higher Education Opportunity Act (2008), opportunities for federal funding, and postsecondary education programs for individuals with intellectual and developmental disabilities as a whole. This review will also cover Comprehensive Transition and Postsecondary programs, which are a direct result of the Higher Education Opportunity Act of 2008. These approved programs allow eligible students to receive federal funding if attending an inclusive postsecondary program approved by the U.S. Department of Education. This review will examine aspects that directly or indirectly affect a student attending a Comprehensive Transition and Postsecondary education program. The overall need is to determine the goals and outcomes of the programs for enrolled students. The research provided contributes to the overarching question: How do Think College’s guiding principles impact the implementation of programs serving individuals with intellectual and developmental disabilities, with a particular focus on Comprehensive Transition and Postsecondary programs in the Southeast region?
