Abstract
According to the US Constitution, all powers not delegated to the federal government rest with the states, or the people. As a result, different states and localities often choose to exercise powers very differently. In this course, we will examine why cities and states choose to approach policies differently, what factors influence those differences, and consider which practices are best.
